I did not know how to get to the motor. after some investigation, I removed the 2 screws at the lower part of the dispenser opening and removed the dispenser cover, unplugged the harness from the motor, used a 1/4" nut driver to removed the motor mounting bracket, remover the motor from the bracket, and replaced the motor, motor bracket, plugged in the wire harness, and assembled the dispenser panel.
I replaced the motor and it fixed the problem.
