I used the included videos to help troubleshoot my issues.

1.) Checked all 3 parts of heating assembly for continuity with a multimeter. (thermal fuse, thermostat, heating element)
http://www.appliancepartspros.com/duct-heater-electric-parts-for-samsung-dv45h7000ew-a2-0000.html
- All checked out ok
2.) Checked 2 parts of fan assembly (thermal fuse for continuity, thermistor for ~ 10k ohm)

- All checked out ok, but the thermistor was only registering 7k ohm so I replaced it anyway, but it did not fix the issue.
3.) Checked centrifugal switch on the motor.

- This is what was causing my issue. The actual switch was fine, but the metal contacts inside the box had carbon buildup on them which was not allowing current to flow through them when they the switch connected them. I simply opened the switch cover by removing the 2 screws and used sandpaper to clean the contacts.
After doing this the heater now works fine.
