The bracket had to be replaced because the rust had eaten through the bracket and there was nothing left to hold the spring. Also, the screw holding the bracket to the frame had rusted to the bracket. It wasn't turning.
I broke the bracket off in two pieces. I kept turning the part of the bracket that was still attached to the machine to loosen it somehow from the screw. I was then able to remove the screw with pliers. Afterwards it was just a matter if installing the bracket and spring.
