I checked and replaced the water filter and that did not fix it. The freezer was still making ice so I knew the problem was isolated to the components responsible for dispensing water.
I check the valve that let to the water line, I separated the water connector union fitting and found water was flowing to the water line but the line was blocked. There were no parts that could block the line. I fished a plastic line into the door dispenser nozzle and found the line was blocked about 8 inches from the water nozzle. It could only be ice so I used a hair dryer on low to warm the nozzle and continued to fish the line until the blockage melted. I ordered a new water connector union just to make sure that all the connections were water tight. Water is now flowing normally. The only downside is my wife was disappointed because she wanted a new refrigerator.
