I searched the internet for this problem and I found a YouTube video that showed me how to troubleshoot the water dispenser. They showed it step wise which included:
-checking the water lines for freezing or clogging
-checking the reservoir for freezing
-removing the face plate on the freezer side with the control buttons
-checking the switches to see of they activated the solenoid for the water or auger for the ice
After troubleshooting it was apparent that the plastic support pins in this bracket were broken from wear/age. My fridge is 11 years old. I saw that the switches were operating just fine but the levers were not activating the switch when the levers were depressed.
I ordered this bracket and replaced it according to the instructions on the video and everything worked as expected.
