Mitch, terminal changes can occur on surface elements and it is common for the large terminal on the ceramic block to be switched with a smaller terminal. The wires that went to each of the terminals would move to match the new terminal locations. The wires do not need the ends changed.

Sam, Since the indicator light was not specified (hot surface or Element On). If it is the element on indicator then the issue is one of the surface unit switches and they would need to be checked with a meter. If it is a hot surface indicator then it could be one of the element stats which each would need to be checked with a meter to determine which is the issue.
