If so you would need to suspect the fill valve WR57X24974 / WR57X24974 Valve Tri Water W Fm Asm. has a faulty dispenser solenoid, and is not opening completely. You're also going to want to check the water supply tube to the refrigerator isolation valve for twists and kinks, then check the water tube under the left door top hinge for the same, but that should affect both the water dispenser and the ice maker.
