Cheryl, the clips that would lock the pulsator cap in place are a part of the pulsator cap itself, and replacing the cap should correct this.

Ginnibee for Model Number samsung wa45h7000aw/a2

The pulsator cap broke a couple weeks ago in my washer. We replaced it with the correct cap using model number. since then the washer just is not working right. It will go so "off balanced" it will restart the entire rinse spin cycle, literally over and over and over again. I made sure the washer was completely level. And even did the weight reconfiguration. Still, it will not make it past the rinse spin cycle. Load size makes absolutely no difference! And even when the load is evenly in the drum it just goes so out of balanced and throws UE constantly. Any suggestions???

Ginnibee, Make sure that the shocks are in place properly and if they are then it is likely faulty shocks causing this issue.
