John, The most reliable test will be a voltage test. You will just put the meter leads into the connection next to the wire where it goes into the refrigerator and test for 120 Vac when the dispenser lever is pushed.

John, Test from the wires where the connect into the refrigerator and see if there is 120 Vac when the water dispenser lever is pushed. If there is 120 Vac then the valve would be the issue.

Hello Jeff, If you splice the wires you will need to make sure the black wires are spliced in properly so the valves operate as designed and do not cause a new problem. Without these, when the icemaker cycles, there is the possibility that the dispenser can have water come out. The black wires have to be connected to the wires they are connected to in the connectors to prevent this issue.
