Chris, Yes it is ok to leave the insulation from under the dishwasher but may be louder than normal if it is removed.

Hello James! The insulation blanket you are referring to is the sound insulation blanket part number W10877094. You could run your unit without the sound insulation but of course the unit would sound louder when on. Hope this helps!
