Dennis, You would want to try pushing really hard on the filter to get it to lock into place and if it will still not then the water filter housing would most likely be the issue with the unit.

Jerry, Remove the new water filter, install the cap, and check to see if the water pressure improves(your refrigerator will operate without a filter). If it doesn't improve, then check and make sure the water supply lime and saddle valve aren't kinked or clogged, then replace the filter housing WPW10121138, also check the water tank in the refrigerator, behind the crisper drawers, to make sure it's not frozen or clogged. If the pressure improves without the filter, then check and make sure you have the proper filter EDR3RXD1 installed, and it's installed properly.

Edwards, This water filter housing is the correct part for your unit and should accept the water tube that was on the unit. Unless the water tube has broken at the fitting it should work.
