This hose then connects to a bulb that forces the fuel to the carburetor to start the engine. Excess fuel is forced back into the fuel line. Normal wear and tear can cause the line and primer bulb to become brittle and crack, making it unable to move fuel into the carburetor.A Phillips screwdriver, long-nosed pliers, standard screwdriver, and a pan to drain the fuel are necessary to remove and replace the primer hose assembly. The gear governor assembly engages the drive shaft on small engines and maintains the speed of the engine based on presets from the manufacturer. The governor adjusts the throttle as the load increases or decreases. If the governor is not working properly, the throttle would have to be adjusted manually when the load increases and decreases.If the engine runs too slow or too fast, or if it surges, the governor may need to be adjusted. With the engine in idle, move the governor lever manually to open up the throttle. If the governor is working properly, it should push the arm back to its idle position. Fine-tune the governor using the screw on the bottom of the arm of the governor. Loosen this screw so that the throttle is wide open.
