Problem was a failure of the delivery tubing assembly, part #154515602, or part #32 on the Motor and Pump Components parts diagram. There are three water ports on this piece. This accommodates multiple positions of the upper rack while still feeding water to the middle sprayer arm. There is a check valve over the three ports to cover the two not in use.
