Tested the electronic brain by disconnecting and reconnecting power. No change. Conducted the diagnostic tests suggested in the dishwasher documentation, indicating that the control panel was defective. With a new control panel, disconnected the ribbon plugs from the old panel, reconnected them to the new panel. It's a total of six star-screws, some plastic clips and re-plugging a couple of ribbons. The arm spry snaps back into place. It's designed to only fit one way so you can't put it in upsided down. It twists into place and then locks in with tabs. It takes a little tricky, but look carefully at the parts. Everything snaps into place perfectly. Since the rack pulls out you don't even have to work inside the dishwasher.
