Given all the symptoms, we figured that the control board went out.
First, unplug the refrigerator. The control board was easy to access by removing a panel on the back of the fridge. I unplugged all the connectors and used a putty knife to release the board from the plastic retaining clips. There was some browning on the underside of the board and the back of the refrigerator that suggests one of the capacitors on the board blew.
