Replaced the defrost heater and thermostat. Removed the back panel in the freezer. Defrosted coils with a hair blow dryer. Removed defective unit and installed new replacement. Refer is back to normal operation. Took more time to defrost than to remove and install heating unit.

It was fairly simple. The blade just slides onto the post of the condenser. Thanks to Appliance Pros, we should not have this problem again. We were offered to buy a special 28" long brush made to clean the refrigerator coils, and it works great! :)
