There was no repair video for this fix so I had to figure it out myself. I removed all the shelves out of the refrigerator, then the light cover. The air vent cover lifts up and out from the bottom(reason why I removed all shelving. Then I took out the broken dial pan chill which just snaps in to the control arm. Replaced everything and then put the knob pan chill on.

I replaced the fan and heater element. The replacement was not an exact match. I had to adjust the parts to get the harness to fit the plug was not the correct size. I cut it off and used the existing plug. Not a big deal and everything else fit. Pretty good for a twenty year old replacement. Also the heater element was a different shape but it fit as is.

Since the compressor was still working, I guessed that either the interior fan was bad or the main control board. Since fans are usually very reliable, I decided to replaced the main control board. Immediately after replacing the board, the refrigerator began working normally. The problem was most likely the evaporator fan motor but it could have been a bad blade, loose parts or bad motor mounts. Hard to tell without taking everything apart and inspecting.
