Jim, Inside the switch, there are dual independent contacts for the dual element so in theory one can function and other not. So you can do a voltage test on the terminals providing the voltage to the element.[All this can be done with the element.] Also, you can check for resistance [ohms] of the inner and outer elements.[10-100 ohms or continuity] or 240 vac with the switch on to determine if switch operates correctly. Most units are stamped on the back of the limiter for wire placement.

Jim, The inner and outer element are connected when the large element is working both will work. If the small element does not come on then this would be an issue with the element.
