Symptoms of a bad dual element include:

Answer

Nancy, it would be recommended that the wires are checked to ensure they are on the terminals necessary. The large connector black wire will go to terminal 2a, the large connector brown wire will go to the second from the farthest out terminal, the purple wire to the farthest out terminal, the small connector black wire to terminal 1b, and the small connector brown wire to terminal 2b. If these check good, the surface control 316239403KITK would need to be tested for 240VAC when the element is turned on to just the inner burner operating. There should be 240VAC from the black wire on the power cord terminal block to the brown wire on its own separate terminal of the control. If there is not a full 240VAC, the control has failed. Unfortunately, the surface burner control has been discontinued by the manufacturer and is no longer available.
