Hello Tom, This unit does not have a condensate pan heater. The unit uses the condenser fan and heat from the condenser and compressor to evaporate the water after the defrost cycle. On the lighting issue I would test the light switch 6600JB3007A to see if it is working properly. If it is the freezer light switch 6600JB1010A. Using a multi-meter you would go across the leads to check to make sure you have continuity when open. You can test this with a multi-meter TJMA-DMT3.
