As the motor was not rotating, it would be unlikely that the thermal fuse DC47-00015A has failed. However, it can be tested for continuity to identify if it has, as it should have continuity. The belt switch 3405-001077 would also need to be tested for continuity when the belt pulley is in the position it would be while the belt is attached.
