Sram, First check and make sure the water temperature in the bottom of the tub is at least 120dgrs.F. on the first fill of a wash cycle. Use a meter and test the heater element for 10 to 35 ohms resistance, with the wires disconnected, and then test the Hi Limit thermostat for a "closed" circuit at room temperature. If all checks are OK, you'll need to check for a broken or damaged wire to the thermostat and heater element.
