Mark, The neutral drain kit 388253A is the least likely issue. It's an internal component of the transmission, and has little to nothing to do with the agitate cycle. If you can hear the motor run, and / or the washer will drain the water from the tub, you most likely have a damaged motor coupling 285753A which drives the transmission input shaft, this would keep the transmission from operating, or a faulty gearcase/transmission 3360629. If the motor doesn't operate, you'll need to check the electrical components: lid switch, timer, motor and wiring, for a defect.
