Roger, The cycling thermostat WP31001192 has nothing to do with the dryer starting or running, it controls the temperatures in the drum. Based on your information and the checks you've made, this dryer should start run and heat properly ? You should start by checking and make sure that the power cord connections at the terminal block are good and tight. It is possible for the thermal fuse to circuit check OK, but not carry the return voltage to neutral source (middle terminal on block). You could TEMPORARILY attach the two wires from the fuse together, and test the dryer to start and run, DO NOT LEAVE FUSE BYPASSED, this will help verify the thermal fuse condition. If the issue still persists, you'll need to check for voltage out of the timer (120 VAC on the M terminal/orange wire) to the motor when the timer knob is pressed in to start the dryer. These are "LIVE" voltage tests, so be very careful.
