Answer Michael, The fill valve is a very good possibility. Here's a quick easy check to make. Start the dishwasher in the regular cycle, let the machine fill and wash for 5 minutes. Unlatch the door, wait a second or so, open the door and remove the lower rack. Look at the water level in the bottom of the tub. The water level should cover the filter plate by 1/2 inch deep. You can also look at the lower spray arm support, the water level should cover about 1/3 of the lower spray arm support.
