Blaine, You would want to test for voltage at the water valve when the unit is turned on and calling for water. If you test across the leads on each of the valves and see if you are getting 120 vac. If not then test at the ATC switch for 120 vac going into the switch on terminals W/R to white and going out on for the hot Tan/Red to white and cold yellow red to white. If there is 120 vac going in but nothing going out then the ATC switch is faulty and would need to be replaced.
