Randy, Based on your information, Yes, you'll probably need the fill valve WP8182862. Of course you want to remove the fill hoses and check and flush both the water lines/faucets. Then check and clean any sediment or debris from the fill hose screened washers and the inlet valve screens. Replace the valve if all's OK. The F20 code could also be produced by a faulty pressure switch circuit or clogged air tube, but you've covered that, and it does sound like a lack of hot water at the fill valve is the issue.
