I tried replacing the float switch, door gasket, bottom gasket and float. I finally replaced the lower wash arm even though inspecting it revealed no plugged holes or cracks. This fixed the problem. Even if it appears to be OK internally there are several gears that turn to control the water going into the holes. If this gets broken water will splash under the door and overflow the drip pan.
The lower wash arm is a 1 minute fix no tools required. I should have replaced this first.
