The basin would fill but would not agitate, there was no sound, no grinding noises, no sound of a motor running without agitation due to a broken belt. The basin full of water was able to drain if I advanced the timer to Spin. By playing around with the timer dial further, I could get every function of the washer to operate, at least partially. So, that said electrical problem to me. I assumed the trouble was either the safety switch at the back of the lid or the timer mechanism. Tested the lid switch after watching a good YouTube video about how to do it, and ruled that out. So I ordered a new timer (about $140 with shipping) and the machine now runs perfectly. Testing, diagnosis, and repair, took less than one hour.
