Installed the damper pad kit to fix the balance problem, and installed a new set of drive belts to fix the drain pump issue. During the disassembly the washer lost the ability to fill properly. This turned out to be a blown fuse near the timer. You might want to add this a possible reason why the washer will not fill. All issues are resolved.
