Since I believed no water was getting through the water lines, I thought replacing the water valve would resolve the issue. It did not remedy the matter. After asking for technical support, the technician said it probably was the water filter housing and tube assembly. After ordering and replacing the filter assembly, the water dispenser and ice maker are now working normally.
