After replacing the filter and that not fixing it, I tried other things that ultimately led me to suspect the filter housing. Filter housing is fairly simple with mechanical bypass valve disengaged when you insert the filter. Valve would allow water to flow without filter but placing filter cutoff water completely. New housing did the trick. Read more

Dishwasher needed to be disconnected from power and water supplies, removed from the cabinet and placed on it's back to gain free access to the underside of the unit. The motor-pump unit removed ( just three screws and two wire connections ). Once the motor unit is removed, the filter-pump part 'rests' on the end of this unit and just lifts off.
