The balance ring clip fell between the drum and the plastic tub. I watched the step by step video, went out and bought a tub ring tool to remove the tub ring nut and did not find the clip. At first I thought the water level fill switch might be bad because I was not sure if the hose was plugged in when I opened the panel. Then while waiting for the parts and taking a little more time looking at the schematics in order for the water level fill switch to flood over it would also take the overflow switch to fail as well.
