Jason, the retainer clips can be rotated on the element as long as they are shifted in the same direction by the same amount of spacing. This will allow the element to be rotated to a position where it can seat in place.

Soc, This is something that you will need a multimeter and check to see if the element is receiving power from the switch or not.

Savannah, with the coils being broken the entire element would need to be changed out.

Jimmy for Model Number 790.96020400

I have the listed model number stove of which the two large coils work but do not heat as they do glow at first but go out. Now at each increment of adjusted dial control again the coil lights up or glows under the pan, yet after a few seconds it goes out an does not come back on till you increase setting. Is this normal for this to function like this. I am not sure what year this stove was made but I will also include the serial number as well. #VF43897439

Jimmy, The surface element should come on and then shut off but once it cools some then it will come back on. If they will not come back on then this will be a limiter on the element that is bad.

Krista, You will want to check the infinite switch to see if there is 240 vac from H1 to H2 terminals (these should be the same color wires). If there is then this issue would be with the heating element. If there is not then the switch is faulty and would need replaced.
