Vickey, make sure the water coming in is at a proper temperature of 120 degrees at the start of the cycle. Also, check the spray arms to make sure there are no blocked ports. Then change to a non-pod soap. Pods will not dissolve if the temperature is not proper.

Ken, unfortunately, the manufacturer does not show an extending tower spray arm being used with the model provided. The model FDBB4365FC3 would use the lower spray arm 154608102 and the lower rack 5304532969.
