David, you may want to check the filter head base [242009602] for any obstructions or broken pieces. If the filter head base is clear or broken it would need to be replaced. It is also possible that the water pressure going to the unit may be preventing the filter from being able to properly secure. You may want to test the water pressure as the optimum pressure for the refrigerator is 60 to 90 psi.

BV, The model number you supplied is incorrect or incomplete. But, If you used the manufacturers water filter, carefully installed it per the owners manual and the filter won't "lock" into place, you will need to check and/or replace the 242009604 Base-Water Filter. This is the mechanism that holds, locks and seals the water filter in place. If the locking tabs were damaged for one reason or other. the assembly will need to be replaced.
