Louie, With the condenser fan motor running all the time then the issue would most likely be caused by a faulty control board on the unit. The control board is what is sending power to the condenser fan motor and is located at the back of the unit next to the compressor. The part number needed would be W10219463.

If the compressor is "stuck" in a low or medium speed, it may "hum" but you should also have an issue with the cooling of the freezer and refrigerator compartments. The evaporator fan is the more common component for a noise, so you may want to open the freezer door, remove the articles and shelves and listen for the noise at a level of 1/3 down the back wall of the freezer compartment. The tech data / information sheet with the test program is usually attached to the front frame, behind the kick plate lower grille panel. you can program the test mode and test each individual component for operation and noise, if it hasn't been removed or lost.
