Hello Jim, The little black cup, (delay mechanism), prevents the ice door from shutting too quickly and catching ice cubes that should drop on through. Assembling the unit without it will cause "ice cube traffic jams". One end simply slips on the lever and the other end, slips into the cup end, which slips into the slot directly above it on the dispenser housing, (this is shown in the illustration above the top screw just to the left of the arrow from number 1.

Hello Mike. Check the lever, WP2255432B and make sure it is not broke or bad. If not, you will need to replace the bracket assembly WPW10184874 based on the information you provided. Hope this helps.

Hello Brad. Test and see if there is power going to the water valve when the dispenser lever is pressed. If so, and no water comes out, you will need to replace the water valve W10408179. Also, if there is power there unscrews the hose from the bottom of the water valve to confirm that no water is coming out when the dispenser is pressed. You can test this with a multi-meter TJMA-DMT3. Here is a link on how to use a multi-meter.
