Research question lead to others that had the same issue. Consensus lead to a common repair. Compressor overload switch going bad. After ordering the correct parts, I changed out both the switch and the motor start capacitor just in case. After cleaning the equipment, I then put everything back together. Removed the old fan housing. Removed the fan from its housing and took the fan blade off. I then smelled the fan and it smelt of burnt insulation.
