Well, I got online and found several YouTube videos on how to check what was happening. I have a multimeter and tools. I first replaced the external water filter just to make sure it wasn't that, and it needed it. That wasn't the problem. I then removed the water inlet valve which was really easy. I didn't disconnect the water lines but I did unplug the power plug. Using the ohms setting on the meter, I tested the coil of the valve solenoid. It wasn't open. I checked the voltage at the plug... Fixed it by replacing the electronic control board. Only 30 min. to fix. (See further down for effort to diagnose the problem.) Most of this "fixing time" was spent removing the control panel to access the control board that is attached to it. My freezer has the control panel located in the top center of the door. This was a 2000 model so rather than just replace the defrost timer which was visibly burnt on the terminals, we just did everything. The cold control, defrost timer, thermostat, defrost heater and the compressor capacitor were all replaced.
