Jeff, The cold control is a good possibility, But your first check should be at the auto damper on the left side top corner of the refrigerator compartment. Turn the control knob to the left until it clicks and turns the compressor off, you should then hear the damper motor run and close the damper door, If not remove the control assembly, remove the damper assembly and check for damaged linkage or stripped gears. Check and make sure there's nothing on the top shelf, that may be directing the cold air away from the control temperature bulb, causing the refrigerator to run too cold.
