Answer Hello Bob, This is most times caused by a low water fill. The unit should fill to within 1/2 inch of the bottom of the heating element. If you are not filling enough, the water inlet valve is the most likely cause. You should ensure the unit is installed in a level position for proper water fill. If the unit is filling satisfactorily, the issue will be due to poor water circulation. This can be due to stopped up screens and spray arms, foreign matter in the circulation pump impeller or a defective circulation pump.
