Tim, If you turn the upper rinse arm assembly by hand , is it free moving, it could be "stuck". The more lilely issue is there's not enough water in the tub, during the wash cycle. Try this , start the machine on a normal wash cycle, allow the unit to fill, start and run for at least 5 minutes, unlatch the door, wait a few seconds and open the door. The water level, if proper should be in contact with the bottom of the heating element (at least). If not, the system will not pressurize and the water will not flow properly and could create noises and impair the upper rinse arm operation. You'd need to replace the fill valve WP8531669 and check the float assembly WP8268913 for being "sticky" if that was the case.
