Had to go in from the front and remove panels and the drum. Do not try to get at parts from the back on certain Kenmore dryers. I tested and eventually removed the parts I replaced, even if they tested ok. The thermal cutoff was the problem, but I thought to replace other parts while I had the dryer apart. I completely cleaned out the vent, which apparently caused the thermal cutoff to shut down the dryer in the first place.
Now that I know how to take the dryer apart, I could do this job again in less than an hour.
