I purchased new belts and motor tensioning kit.
I watched the repair video and it was a simple repair. This did not fix the problem however, but it was a good thing to replace them.
After installation the washer still did nothing. I had not tried it before, but took the owners word that it wouldn't empty.
I then removed the control panel and started checking electrical connections. That was the problem, and with power restored the washer was back in service.
