Aaron, You will definitely need a new spray arm but the water being left is a secondary issue. You will want to make sure that the drain is not clogged and nothing in the drain pump. Check the impeller to make sure that it is not damaged.

Hello Kris. If the spray arm gets loose or tilts, it can touch the heater during the drying cycle and melt. This is not uncommon in dishwashers for this to happen. Over time, the spray arms 5304518927 wear down and become loose. You will need to replace the spray arm. Hope this helps.
