Phil, This issue would be caused by a shorted switch and the switch harness would need to be replaced. The part number needed is WB18T10452.

Paul, The most likely cause of failure is going to be either bad ignition switches or bad wiring from the switches to the spark module. If all the burners were clicking then the spark module may be the cause but with it just being 2 then the switches would be more likely. You can test the switches by check for continuity on them in the off position. If they read continuity in the off position then they are bad and need to be replaced.
