After an internet search, the likely problem was a faulty "Element Switch.." I actually unplugged the stove and removed the switch (I did NOT disconnect the wires). I obtained the part number on the switch, disassembled it, observed that the contacts were highly degraded, reassembled the switch and reinstalled it back into the stove. This all provided confidence the SWITCH was faulty.
One switch on the AppliancePartsPros.com website (AP2591804) looked exactly like the switch in the stove...

The receptacle that held the burner element in place was broken so the burner would not make a connection and heat up. I ordered the receptacle kit. There was even an online video that showed how to make the repair. It just took a screwdriver and wire cutters and about 15 minutes and the job was done. The burner works great.

Unplugged stove. Removed six 1/4 inch socket head screws from back panel. Removed back panel. Removed plug on the back of the OCB. Removed OCB. Used Philips screwdriver to remove four mounting screws (and cracked pieces of the mounting holes). If you can get to this point, installing the new OCB is pretty self explanatory.
