My tenant thought that the oven safety valve was bad, but after some research, I found that the transfer of heat from the igniter had to be sufficient enough to cause the valve to open.Your agent confirmed this and reassured me that even if the igniter was glowing, there was a 99% chance that it wasn't getting hot enough.
