I unplugged the fridge and took all the food and shelving out of the freezer and then proceeded to take off the bottom sliding drawer rack on both sides off (4 Phillips head screws). Then took off the light bulb cover and then the light bulb. Then the back wall that covers the coils and tubes that the refrigerant runs through ( 2 screws with hex head). When I removed the cabinet, all of the springs appeared in tact, I had already replaced the counter balance spring so I knew that was not the issue. None of the suspension springs or brackets were broken but they did look worn/rusty so I replaced all of the brackets (2 in front and 1 large in back), all of the suspension spring retainers, and all of the suspension springs and it fixed the issue!
